Delivery of books, booklets, catalogues and similar printed material from overseas publishers to Venezuela

All material chosen to be exhibited in The International Book Fair Venezuela 2005 should be dispatched by the publisher, complying with the following guidelines:
  • Irrespective of the country of origin from where the cargo is despatched, this should be done at least 15 days ahead of the opening of the Fair.
  • Any merchandise that arrives after the stipulated period may incur additional storage and handling costs, or mishaps for the exhibitors in the late transfer of the material to the Fair site.
  • The publisher should send the merchandise preferably, by sea or air.
  • Freight documents issued by the shipping or airline should come consigned to CENTRO NACIONAL DEL LIBRO, El Silencio, Centro Simón Bolívar, Torre Norte, piso 17, Caracas, Venezuela.
  • International freight charges for shipping the cargo to Venezuela must be settled in each country of origin (Prepaid freightage).


Customs procedures in Venezuela

The National Book Council (CENTRO NACIONAL DEL LIBRO), a branch of the Ministry of Culture, will be responsible for contracting the private services of a customs agent, expert in nationalization of imported or exported books.

What follows below are the details of information and documents necessary to claim any merchandise from customs:
  • A clear indication to the customs where the freight is expected to arrive: if it is by ship, Central Maritime Customs (Aduana Marítima Principal de La Guaira); if it is by air, Central Airfreight Customs (Aduana Principal Aérea de Maiquetía).
  • Name and date of arrival of the ship or flight number of the plane.
  • Number of cases or crates, contents, weight and volume.
  • Bill of Loading or Air Bill. These documents should be sent by air courier.
  • Invoice consigned to CENTRO NACIONAL DEL LIBRO. This document may accompany the cargo.
  • Packing List, which may accompany the cargo.
  • Certificate of Origin. The issue of this document should be arranged with the Chamber of Commerce in each country, according to the zone the publisher is located in. This document should be sent by air courier


Customs agent charges for the nationalization of the merchandise

These rates are subject to change in accordance with the publication of official rates by the Chamber of Road Haulers (Cámara de Transportistas) in Puerto de La Guaira.


Note

The National Book Council (CENTRO NACIONAL DEL LIBRO) will collect payment from each exhibitor at his stand, for the cost of nationalization of shipments The exhibitor will have previously received a bill to this effect (with all supporting documents). The publisher will settle this account promptly either in Bolivars or Dollars.

For Customs purposes, the donation of non-profit books, made to the Ministry of Culture or any other Venezuelan institution, must perceive an estimated value in Dollars made out in a bill or on a list with a description of the books; furthermore, a letter should be attached, where it explains the reasons for the gift of the merchandise on behalf of the institution in the country of origin to the institution in the country it is destined for (Venezuela).


Security of Goods

Security personnel will count the number of cases or crates delivered to the Fair site and the exhibitor must keep in his stand a daily record of an inventory at the end of each day’s sales until the end of the Fair. This inventory will be shown to the authorized personnel in charge of the safekeeping of the goods.

All merchandise may be partly or fully insured by the Seguros La Oriental insurance company. Those interested may contact the insurers directly or conduct transactions through the National Book Council (Centro Nacional del Libro), detailing beforehand information of the goods to be insured.
