He is an architect, writer, poet, essayist (with several prizes won in Venezuela and abroad), painter, press columnist and retired professor of the Central University of Venezuela. He is currently the Minister of Culture of the Bolivarian Republic of Venezuela.

He is former director of the Bolivar State Historical Center Office, director of the Local Office for Urban Planning, office general director of the Urban Management of the Mayor's Office of Caracas. He was a member of the Directive Council of the ‘Fundación para la Cultura y las Artes' [ Culture and Arts Foundation ] (Fundarte) , the Directive Council of the ‘Fundación para la Protección y Defensa del Patrimonio Cultural de Caracas' [Foundation for the Protection and Defense of the Cultural Patrimony of Caracas] (Fundapatrimonio) and the Administrative Board of the ‘Fundación Caracas' [Caracas Foundation] (Fundacaracas).

He has held office as sectorial director-general of Urban Planning and sectorial director-general of Planning of the Infrastructure Ministry. He was president of the Institute for Cultural Patrimony and head director of the ‘Fondo Nacional de Desarrollo Urbano' [National Fund for Urban Development] (Fondur).

His literary work includes among other books: Isolda (1990), Una pasión [One passion] (1990) Libro de la Luna interior. [Book of inner Moon] Poemas [Poems] 1967-1995 (1995), Desnudo el tuyo tan hermoso y para nosotros necesario [Your nude figure is so beautiful and necessary to us] (1997), Estudio de la mirada, la presencia, la vélelas , la necesidad, el deseo, la desolación y la resurrección [Study of the glance, the presence, la vélelas, the necessity, the desire, the desolation and the resurrection] (2002), ¿Por qué soy chavista? [Why am I a ‘chavista'?] (2002).
